Publicity
Judicious publicity can steer the thoughts of employers and workers into desired channels and this method of governmental propaganda is worthy of fuller use.
It is recommended that the Department of Labour should give press conferences, if necessary with the assistance of the Public Relations Officer, to explain what is being done.

Statistics.
There has been no Census since 1931, and accurate and comprehensive statistical data is the life blood of any Department of Labour. The only accurate figures for the Department's purpose is for the establishment of an Employment Exchange Service.

Inspection of Factories and Workshops.
Modern industry in Hong Kong is comparatively new and is passing through a process of adaptation. The duties of the Department of Labour Inspectorate have been carried out with zeal, fairness and care, and they have developed an organisation which is able to enforce reasonable conditions of health and safety.
In view of the rapid development of industry and lack of Industrial Consultants, the Inspectors have had to act in an advisory capacity, but there is always an element of risk in an inspector not technically qualified, giving detailed advice on technical matters.
21.
Training within Industry
This training applies to supervisors immediately in charge of workers, and helps them to pass on information about the skills of a job.
There seems to be an urgent need for the training of foremen and supervisors in Hong Kong. It is suggested that a suitable officer should attend a full T.W.I. course in England who should then be able to institute training classes on his return to Hong Kong.
